Russia Considers Death Penalty and Color Coded System
Some of the protection elements the Russian government is considering, following three catastrophic terrorist acts in recent weeks, echo American policy.
A color-coded alert system, tighter controls on foreigners and restoring the death penalty are among the proposals to strengthen Russian security after a series of terror attacks, culminating in a deadly siege of a school, dubbed ``Russia's Sept. 11.''
This may strengthen Russia's U.S. relations, but not with its European neighbors. The U.S. is learning everyday how the death penalty doesn't work and as for the color-coded alert system...i think it's ignored by the majority of Americans.
